I want to suggest a full-screen crosshair like in the example below to have a visual guideline to better line up your drawn objects if you want to design with different plan views — this would be helpful for concept art (or designing 3D objects in general).

Theoretically yes, but technically, I suppose, he is speaking of something like this: An extended line (green line in the picture) that indicates the minor axis of the ellipse to line it up with vanishing points (or the perspective grid).
