How to "apply canvas texture"?

I would like to know is there a easy way to "apply canvas texture" over whole picture? So that canvas or paper texture kind of effects everything painted.

Currently I do as follows:
1) I paint a layer completely with a large brush which has "use texture" toggled on. Just kind of uniform texture over the layer
2) I change layer mode to 'overlay'
3) I make a new, actual painting layer (mode normal) below the first layer.
4) I paint to that lower layer

Is this the proper procedure?

You can use this method, but better lock this overlay layer and also set dropper tool to the "pick from current layer" mode. Texture in the brush should be with disabled "random offset"
Anyway I think better to draw with texture in the brush and enable this overlay layer only at the end of painting.

Thanks for info!

Would it be easy or possible to add "fill with texture" to the bucket tool?
