Cursor issues

I am having an issues with my cursor. I am not sure if it is Painstorm or windows 10. When I go to press down for a brush stroke the cursor turns to a desktop mouse and it clicks and holds. It gets stuck in this spot and has a ring that fills and it will not let me paint. Anyone have any idea what is going on?
