Is there a way to "snap transform" via shift like in photoshop? If it's by ruler can someone explain to me the process because I'm lost on how it's done. :S

good news everyone...

For now you can do two things

Make selections,hold down V + SHIFT and then move

OR

Make transform select CTRL + T and use the arrow keys
