Creating and saving colors

I am new to digital art and art in general. I figured I could use this as a way to pass the little free time I have on deployment. I started watching videos by a guy named Learn2Draw on youtube. He walks you through painting Bobb Ross style using Paintstorm. I have found the actual Bob Ross colors in hex code. I found a Bob Ross color pallet here https://thomaspark.co/2015/11/bob-ross- ... ent-120052 but dont know how to get it into the program. Any help would be great.
