Cannot pan the image in Reference Window.

Last night it was working fine. I could zoom out and pan.
Today, cant pan. I can zoom but I cant pan INSIDE the reference window. Ive changed nothing and have not edited any settings.
Any suggestions? Im not able to open up a copy window similar to photoshop so the Reference Window is all I have.
