[BUG] Brush Outline enables by itself when moving the Ruler gizmo even though it is turned off in the options (v. 2.21)

As the thread title says, the brush outline gets enabled when moving the ruler gizmos. This is annoying and distracting for us users who don't like seeing the otuline of the brush.
This was somewhat fixed in PaintStorm v 2.21 because on version 2.20 it would show the outline right as you enabled the ruler.
