The window extends too far down into invisible area

My PSS Window is going lower then the taskbar in windows 10 expanded or minimized the tools are not visible. I cant access New layer, Delete layer etc.

I have tried making the window smaller but it still isn't visible.

I also still get jittery jumpy lines and lagging on brushes in PSS.

You can solve this issue only by regroup panels in next way:

And at once you might change size a bit if need to see more stuff inside.

Panels have minimal height, it's cutting when you squeeze window to much. But you can add any panel under layers and manually set layers height by the dragging border between Layers and Bottom panel.
