Bug in hotkey engine.

I was trying to set up my hotkeys to more closely match Clip Studio. There, they use the CTRL key to move a layer. If I make that change in Paintstorm, any time I use another shortcut that is based on the CTRL key, it acts as if, upon release, the CTRL was pressed again. I'll explain it in detail below:

1: change shortcut for "Move Layer" to CTRL
2: draw on layer using a pencil brush
3: hold in CTRL key and drag what I draw
4: release the CTRL key and great! I get the pencil brush back!
5: hold in CTRL-SPACE and drag to change the zoom
6: release the CTRL-SPACE and awful! I don't get the pencil brush back... the system thinks that I pressed the CTRL key again because it's in move layer mode.

And just so it's clear that I'm not manually releasing the buttons in an odd fashion, I assigned the CTRL and the CTRL+SPACE to my XP-PEN Express keys and tried the above steps, and the same thing happened.

I believe this is specific to the CTRL key and how Paintstorm handles the CTRL key.
