Navigator/Button Names Display

Is there a way to use the navigator window just like any other software navigator? I mean, I cant click and drag on it to "navigate"/browse the canvas like any other software. That actually bothers me a little, since I find navigators useful .

So, the first suggestion would be something like making the Navigator works properly, as a real navigator.

As for the second suggestion, I would like to see the button names when I left/put my mouse cursor above them, for a better software learning/memorization.
