Yeah i have the same problem, and when I chose the next action to fill. the bar of the second image haven't appeared again 
T_T. Now it always fills the selection and I use the lazo tool a lot for other purposes xD. help me!!

What I always do when it happens is to save again (ctrl + s). And everything returns to normal. But yeah is a litle annoying.
