How to define hotkey assignments

How does one change or assign a hotkey to a function. For example, there is potentially a hotkey for "Previous Brush"; however, it is unassigned. I can't find a way (right, left, multiple clicks) to give it a value.

Double click at empty space faster (fast as you can), try it several rimes, better to use mouse.

I asked the same question, and was told that "previous brush" was not available at this time.
