Question on tracing

IU/m currently opening an image and then creating a layer over it to begin. When I check the image size it says 564x564. I want my second layer to be in 4K and a different size. How can I adjust the image size and resolution of the second layer so when I delete the first I'll have a normal high resolution image. Is there a different way I should be setting up to trace that avoids all this?
