If you close the Tool Options bar, you still can't move any of the floating windows to the top of the screen. They slide down as though the options bar was still there. Is this a bug? It's very irritating.

You need at first drag tool options from the top to float position, and only after close it - this trick gives you ability to move other panels to the top
