Panel are stuck

When I try to re position a panel, it snaps back to where it was when I move the pointer off of the top area.
My machine is as follows:
Windows 10 Home ed
AMD A4-3420 APU with Radeon HD Graphics 2.8 Ghz
6.0 GB ram
64 bit operating sys
Pen support
Wacom CTH-470 Tablet.
1680 x 1050 NEC Monitor

Is this happen for every panels? Is it happens at every workspaces?(try to toggle workspaces by f5,f6,f7,f8... keys)
I will be glad if you will share video demonstration of your issue.

Yes every panel. only have one workspace. I have never used any other except default. I have a video, but don't see any where to upload it.

You can upload it to google drive and share it by the link - this is fastest way in my experience
