can't drag layers in layers tab

I love paintstorm but I really need help.
it's getting frustrating when I try to drag layers to a folder[group] it only scrolls down the set of layers.
Is there a way to disable the "click scrolling" of layers on the tab?

to drag layer - just click on it and hold a little before dragging
