Ruler Question: Regarding Layer Link

Ver: 2.03-290917
To, my understanding, if I enabled the Layer Link Button(Circled in Red), when I use the Move Layer Tool, the Rulers are supposed to move along with the Layer.
But whether in an Enabled or Disabled state, it doesn't seem to do anything for me.
Can anyone tell me how to use it?

No, this icon means "snap to guides" to draw straight on guide line, same as menu-other-snap to guides.
The rulers is not connected to any layers. But if you need this you can make a trick like a little dot on the layer to synchronization center of a ruler.

This is very peculiar, because whether it's Enabled or Disabled, my lines seem to always Snap to guides.
The only way for me is to turn off the Ruler entirely.

No it's mean a static guides, for example, you want to draw 5 lines at the one place that all will be placed squarely on the line

I think mine isn't working somehow.
Whether I Enable or Disable the Icon, I can still draw anywhere.
It doesn't doesn't let me draw in the same place like you mentioned.

You can draw anywhere, but if you drawing near the line - it's snapping to the line. It's best seen with a thin line
