Truly 100% texture scale?

I want to make a grid pattern with 1 pixel thick lines, but no matter what scale I set it to, it's always at least 3 pixels thick.

Here is the grid texture (64x64):

A texture scale of around 33.0 is approximately the size needed, but how is a 64x64 texture with a scale of 33.0 the size needed to make it "100%". What's the math here? I don't think it's half the size, because it doesn't come out right, and the lines are always thicker than 1px anyway. Here's a screenshot at 400% zoom (I did the zooming and saving in Photoshop):

I know Painstorm is not for pixel editing, but if I make a texture, I would prefer that it did not blur it with scaling...at least not at exactly 100% size.

I'm really in need of precise texture handling too, and it seems sometimes it's hit and miss. I would be grateful if you wonderful peepz could have an extra look on the texture engine :)
