could the UI be scaled up ?

Hi,
I bought the program and enjoyed using it on the old PC, so I thought I would install it on the cintiq companion 2 also when I upgraded . Here are 2 questions I ran into :

1, could the license on the old pc be transferred to the cintiq if I uninstall it on the old pc ?
2, is there anyway to scale up the UI/text ? Right now it's almost impossible to read the text or move the windows around on 2560X1440 resolution .
