If these features are already in Paintstorm Studio, please tell me where I can find them.

Ability to Resize and Rotate Layers

Ruler-like Tool to draw perfect circles

Tool or Brush for drawing fur and fuzz

Tool or Brush for drawing water

Menu-edit-free transform.... To rotate drag outside layer area, also you can find some free-transform options at the tool-options panel(top line)

Select any brush, find triangle ruler icon at the top line, enable it and switch "Ruller" to the "Ellipse"

Tool or Brush for drawing fur and fuzz

There are many ways to draw fur, and you can setup many brushes, this question is could not be answered directly

Tool or Brush for drawing water

What do you mean? drawing sea waves or drawing like watercolor? or maybe something like photoshop finger?

A brush in Paintstorm for making water such as water in rivers or sea waves would by nice. It was just a suggestion.
