I don't know if it's supposed to work the way it does in PSS but at least in Krita (I don't have Photoshop) if you have a group of layers within a folder and set the folder blending mode to something other than normal, the effect is applied to the composite of those layers as if you had set the individual layers to that mode. With PSS, at least for me, changing the folder layer mode has no effect. If the blending mode for a folder is intended to have no effect then I guess it's a suggestion that you might consider it.
