[Suggestion] Better Brush rearrangement and merge Brush Categories

It's quite tedious to rearrange brushes from one category to another category. You'd have to copy each brush one by one. There should be a better way to copy multiple brushes across categories.

Merge categories is also an option to simply merge two categories into one.
