if i make a brush at 100px and have "Bristle Brush" set to 34, the strokes contain gaps like a real brush. However if i resize the brush to 400 or bigger there is too many Bristles and brush looks completely smooth. To make the brush look the same I need to also change Bristle Amount to 6. It would be great to have a check box for bristles that when checked would reduce or increase the amount of bristles when resizing so the brush looks consistent at any size.
edit : this only happens if gpu is turned on

In global, your suggestion is - connect any slider with the brush size. We've thought about it, it can be realized.
Right now your task can be solved by double-masked brush with "no size connection" checkbox. Use the first brush as non-brislte mode to control radius, and second is bristle, set it to large size. So the mask will show "us" only a little area od the big second brush. This construction will work but it can work slow.
