In other software we can find things like clone tool, smudge tool (that grabs pixels underneath brush and clones them as next dabs), or options to quickly capture selections and use them as dabs for brush.
Basically all are variations of cloning of some sort.
Stuff like that really helps with textureing and fiddling with detail, "sculpting" paint and shapes, or in fast patterns creation.
I think it would be great addition, currently we can sculpt paint with extend color + bristle brush but it mixes color a bit, which is often great but sometimes brute force cloning would be more useful.
I think both types of "smearing" could coexist or even work together, something that other programs never fully exploited.
