Unable to open jpeg

even if I save the file in paint.NET to sort of freshen the file it still will not open in paintstorm. The UI will flash for a second but then act like the file never opened at all. The image never flashes, just the UI around a blank canvas acts like it's trying to open a file.

If I save it into a PNG format using paint.NET it suddenly opens. So something is fishy with jpg ATM

jpg must be saved with Baseline (“Standard”) option, or progressive not more than 3

Normally it gives me a notice when that is the issue. At least on PNGs it does that. Maybe the Jpegs just don't have an alert made yet?
