Define hot keys cannot resize or move buttons

I am using the ipad pro 12.9 inch first generation model. I am unable to move our resize the hot keys in the ui.

Use two fingers gesture, pur one finger on the button and second on any place near it - start dragging. (be sure that locker on the top right corner is off at the moment)
