Using underlying colours

Can anyone please help me. I am painting on a new layer and want to use underplaying colours but keep getting a colour from colour wheel What am I doing wrong. Help

Be sure that your brush has some blending effect (color amount not 100), and Take underlayers color checkbox is on.
