.dll file error

Hello!

I hope someone can help me, i'm having a frustrating issue. I purchased Paintstorm yesterday but i am unable to use it, because when i tried to launch i was getting the following error: api-ms-win-crt-runtime-l1-1-0.dll is missing. I used the dll fixer software (trial) to install that dll, hoping it will solve my problem, but now i'm getting the following error: "the procedure entry point ucrtbase.terminate could not be located in the dynamic link library api-ms-win-crt-runtime-l1-1-0.dll"
I'm not very good with these system issues, i'm a very average user, i tried everything i saw on forums. I tried the following possible solutions:
-installing the missing dll, manually too
-updating visual c++ redist 2015 (most often recommended solution, however it does not fix it for me)
-up to date windows system (im using w7)
-re install paint storm

None of these working. Any other ideas?

Yes! Not solving. Windows is also up to date.

https://support.microsoft.com/en-us/kb/2999226 This update contains current dll file (list at the bottom of page), if it will not help - therefore, the system is have registry errors and windows can't find installed system files and can be fixed only by global installations like "service pack" or reinstall.
