Offset interface

Hello, I have problems with interface. There are two black lines (one above and other from the left side) which cause all interface to shift, and in order to click on something you have to hover cursor about 0.5 mm above. But the working zone (canvas) is perfectly fine and responds as it should. This applies both to mouse and tablet.
I apologize for any mistakes in text, English is not my first language.

I am afraid that this is effect from left-sided taskbar, try to move it down and reboot PC.
