Delayed brush strokes

When I go to draw/paint, I have an issue with the strokes, either it be my stylus or the program. When I put my pen down to do something, the brush doesn't show the line until halfway of me making the mark, like it's delayed or something. I am using my Surface Pro 4. I really love the program, it is just that bit that is frustrating me.

yes it is the same with the mouse.
