Pen release not always detected correctly

I noticed this on my wacom cth-680, and now also on my Huion Q11k. Sometimes when I lift the stylus the program behaves as if it is still touched down, normally I notice this when after making a stroke, I try to Ctrl+z but nothing happens. To fix it I have to make another stroke so that the release can be correctly detected.
It's as if the canvas correctly detects that the stylus is released so when I'm moving the cursor around it doesn't keep drawing stuff, but other elements of the program (like keyboard functions ) think I am still making a stroke when I actually am not.
I am on windows 7, I have not tested this on Linux.
