Select Layer only working in Move, Brush and Eraser tool. You cannot select layer in other tools.

It's correct.
In photoshop Rightclick choose layer only with the layer move tool.

The cursor still changes to the move-tool-cross-arrows when using the
select layer shortcut. That's why I thought it's an oversight in the implementation. If that's the case then it'd be great if it can be recognized in other tools too since it doesn't seem to be conflicting with other shortcuts and it seems to be recognized fine at the moment(turning into the cross cursor but not activating the function).
