I tried changing the transparency of a layer I added over an image, because when I add a new layer ontop it just appears clear as if nothing was added. I tried adjusting the opacity slider, but all it does is change the transparancy of the color I'm working with... I want to actually see each layer I'm working on.
I've added a screenshot hoping this helps explain what I mean.

Not really understand what you want? Yes, you decrease opacity at the layer panel - for the black line - it will be gray (with half opacity)... Also, you can change transparency and opacity for the brush but not for the layer.
