Edit hue and saturation incorrect?

1. Press ctrl + U
2. Dragging hue is on one color, but colored is different from pointed.

It's a color shift... Think, what if your layer contains rainbow, for example?...

Oh. Option "Colorize" in Photoshop messed my thoughts. Thank you.
