Weird bug causes UI panels to automatically move

I found some weird bug that seems to only happen when the UI is unlocked and I am moving panels around. If I place my cursor at the top of the program where the file menus are the panels begin to automatically move up in a repeating animated flow and eventually removes tools and tool panels from the visible UI.

It does not happen all the time but every so often this occurs causing the interface to be unusable.

Deleting the Paintstorm folder from the documents folder resets everything but it has occurred twice so far and is a full stop with my work until I put everything back the way I had it.

What about the resetting of current Workspace? Menu-Other-reset to default-reset panels layout
