New Canvas and Clipping Errors

When I create a new canvas the canvas is often black
This can be fixed by either making the bottom layer white or creating a second layer and clipping/unclipping it to the bottom or any layer.
I don't like that the background is black and I'd prefer not having to alter the background constantly. This started happening with the 2.03 update and was not changed in the 2.10 update like I'd assumed it would be.
Clipping/unclipping to make the background white does not last forever when you're working. It'll revert to black as soon as you click "new layer"
This is also an issue I have with clipping layers in general.
(As you can see the darker part of the x should be clipped to the lighter part, but because of the added layer it visually unclips. Saving the canvas will keep the clipping as if it doesn't look the way it is.)

Looks like some video memory bugs.
What's happening if you draw on that black?
And what if you just hide this black layer and unhide it?

Drawing on the black just draws as if the canvas is filled with black. Hiding and unhiding it does nothing to the color either.

Really I don't know what to say What if you click at the "clear layer" button in the layers panel?

I have no clue because I just opened it today and it looks like this
I restarted the computer and it was still this way. The only thing I can think to do is to reinstall the program but I worry that it'll delete my custom settings

Well, I uninstalled and reinstalled it while keeping the settings folder but it had the same problem as the previous post.
So I did a hard reinstall and it completely fixed it though I lost my settings of course.
The issues I was having were after the update so could it be possible something in the settings corrupted? I'm not much of a programming whiz so I wouldn't know.
HOWEVER it did fix both the first issue and whatever bug I just experienced

Happens on one of my PC's and I can cure it only by deleting Documents/Paintstorm studio
