custom 1 constanly follows cursor when held down

custom 1 constanly follows cursor when held down

I cannot use "move "custom 1" panel to cursor" as when I am holding down "c" the panel constantly follows the cursor instead of just appearing when the cursor was when i first pushed it. I am using Debian. anyone know how to fix this?
