Problems with merging layers with different opacity

im using the latest version on Windows.

when i have 2 layers and reduce the opacity of the bottom one in the layer panel everything looks fine until i try to merge the layers. at this point the top layer also changes to the opacity of the bottom one.

when i reduce the opacity of the top layer instead it works as expected and the bottom layer keeps its opacity in the merged layer.

Yes, opacity of bottom layer not changed. For example, in Photoshop you got 100% transparency of the bottom layer slider after merge... but actually, pixels are transparent
In Paintstorm you can do next trick
1) create an empry layer under the bottom layer (of your 2 layers: top and bottom)
2) merge the bottom layer with empty
3)Merge the top layer with the bottom

Another way - select layers, group it and merge group
